SPRINGFIELD REGIONAL HUMAN RIGHTS AUTHORITY MINUTES

January 27, 2026

The regular stated meeting of the Springfield Regional Human Rights Authority (HRA) was called to order at 5:41pm on Tuesday, January 27th, 2026 at the Guardianship and Advocacy Commission offices at 830 South Spring Street, Springfield, IL 62704.

Jame Bakunas stated that there was a quorum present.

James Bakunas read the confidentiality statement reminding all that personally identifiable information should not be presented in public meetings to protect the privacy of those persons with disabilities on whose behalf the HRA conducts investigations.

Introductions were made. The board discussed Bill Shaw’s interest in joining the board.

Karen Osgood made a motion to enter executive session at 5:59pm pursuant to Section 120/2 (c) (4) and Section 120/2 (C) (10) to discuss preliminary case activities of the Open Meetings Act (5 ILCS 20). Section 3955/21 of the Guardianship and Advocacy Act (20 ILCS 3955) allows for closed session discussion to protect the confidentiality of eligible persons and Section 110/5 of the Mental Health and Developmental Disabilities Confidentiality Act (740 ILCS 110) further protects the confidentiality of persons receiving mental health and developmental disability services; the motion was seconded by Lisa Beam and carried as follows: James Bakunas - Yes; Diana Braun - Yes; Abdush Shakoor - Yes; Karen Osgood - Yes; Jimmie Miller- Yes; Lisa Beam Yes. The purpose of the closed session was to discuss preliminary and confidential aspects of cases. The HRA returned to open session at 7:19pm having taken no action in closed session. Executive minutes were recorded. A summary of closed session includes discussion of case acceptance details for #25-050-9008 and #25-050-9012 and case closure details for #25-050-9006.

MINUTES

Abdush Shakoor motioned to accept the November 25, 2025 meeting minutes. The motion was seconded by Lisa Beam and the motion passed. The board did not have executive session at the November meeting, so no minutes were voted on.

New Cases:

26-050-9005 – Jail – Inadequate treatment, including recipient not receiving medication. Rod Jimmie Miller motioned to not accept the complaint due to lack of release. The motion was seconded by Karen Osgood and passed.

26-050-9006 – Behavioral Health Facility – Inadequate treatment. Jimmie Miller motioned not to accept the complaint due to lack of disability rights violation. The motion was seconded by Lisa Beam and passed.

26-050-9007 – State Operated Mental Health Facility – Personal property violation, including patients not allowed to receive outside food. Patients performing labor at the facility without compensation. Lisa Beam motioned to accept the complaint. The motion was seconded by Abdush Shakoor and passed.

26-050-9008 – Housing Authority – Inadequate housing conditions and safety. Jimmie Miller motioned to table the complaint for more information. The motion was seconded by Karen Osgood and passed.

26-050-9009 – State Operated Mental Health Facility – Inadequate treatment, including resident safety. Karen Osgood motioned to table the complaint for more information. The motion was seconded by Lisa Beam and passed.

26-050-9010 – State Operated Mental Health Facility – Inadequate treatment, including lack of privacy for resident. Personal property violation. Lisa Beam motioned to table the complaint to wait for a release. The motion was seconded by Diana Braun and the motion passed.

Draft Report:

25-0580-9008 – Packard Mental Health Center – Karen Osgood motioned to accept the draft report. The motion was seconded by Jimmie Miller and the motion passed.

25-050-9012 – Packard Mental Health Center – Karen Osgood motioned to accept the draft report. The motion was seconded by Jimmie Miller and the motion passed.

Case Closures:

25-050-9006 – Developmental Foundations, Inc. – Karen Osgood motioned to close the case, making the report part of the public record. The motion was seconded by Jimmie Miller and the motion passed.

Other:

Gene Seaman gave updates on HRA rule changes and discussed member trainings.
